U.S. Under Secretary of State for Economic Growth, Energy, and the Environment Jose W. Fernandez and Minister of Trade, Industry and Energy Moon Kyu Bang led the U.S.-Korea Clean Energy Business Roundtable held on the sidelines of the APEC Leaders' Summit on November 16. Building upon the 70-year alliance between the two nations, the Clean Energy Business Roundtable discussed opportunities to strengthen and renew our mutually beneficial clean energy cooperation. Prominent business leaders from various sectors represented by the Clean Energy Buyers Association and Carbon-free Alliance, such as IT, semiconductors, automobiles, batteries, steel, energy equipment, and energy supply, including Samsung Electronics, LG Energy Solution, Hyundai Motor, POSCO, SK, LS Electric, Microsoft, Google, Amazon, and ExxonMobil attended and explored collaborative means to achieve climate goals.
Participating companies from both nations acknowledged the importance of public-private cooperation and committed to providing a joint response between the governments and companies in achieving net zero-emissions and responding to the pressing issue of climate change. President Lee Hoesung of the CFE Alliance attended the meeting and emphasized the urgent need for solidarity from the international community to overcome the climate crisis facing the world. He added that improving the capacity to supply carbon-free energy from a technology-neutral perspective is crucial in achieving this goal.

The text of the following statement was released by the Governments of the United States of America and the Government of Japan on the occasion of the second ministerial meeting of the Japan-U.S. Economic Policy Consultative Committee.

We, Japan's Minister for Foreign Affairs KAMIKAWA Yoko; Japan's Minister of Economy, Trade and Industry NISHIMURA Yasutoshi; United States Secretary of State Antony Blinken; and United States Secretary of Commerce Gina Raimondo, convened in San Francisco on November 14, 2023, for the second ministerial meeting of the Japan-U.S. Economic Policy Consultative Committee (EPCC).
Japan and the United States have taken concrete steps to advance economic prosperity and security in 2023, including as part of Japan's G7 presidency and the U.S. APEC host year. We affirm our continued shared commitment to enhancing the rules-based international economic order and making our economies more competitive and resilient.
Together with like-minded partners, we intend to build on efforts such as the G7 Leaders' Statement on Economic Resilience and Economic Security and APEC to create a resilient and sustainable future for all, including through the Indo-Pacific Economic Framework for Prosperity (IPEF). These efforts enhance our ongoing, bilateral strategic coordination on economic resilience and economic security by further reducing vulnerabilities and countering malign practices that exploit and reinforce those vulnerabilities.
We aim to maximally align our economic, technology, and related strategies to advance innovation and build the industrial base, supply chains, and strategic emerging industries of the future, while at the same time accelerating our decarbonization efforts in line with our 2030 climate commitments and achieving global net-zero greenhouse gas emissions by 2050 at the latest. We commit to promote public-private collaboration toward this end, including in furtherance of reskilling and workforce development, as well as startup-friendly ecosystems, while supporting women's economic empowerment, women's leadership in the public and private sectors, and women entrepreneurs. We also plan to pursue cross-sectoral initiatives to further strengthen business-to-business collaboration between our two countries, including maximizing innovation and investment to support the clean energy transition.
We intend to strategically promote coordination of policies to address rising threats to our economic and national security, and to enhance communication with other like-minded partners to achieve this objective. We also intend to enhance private sector engagement, to better inform our vision under EPCC.
We remain deeply concerned with the impact of Russia's brutal war of aggression against Ukraine that continues to inflict death and destruction upon Ukraine's people. Russia's heinous war is also exacerbating fragility in the global economy by disrupting supply chains, heightening energy and food insecurity, increasing risk to financial stability, contributing to inflation, exacerbating market volatility, and constraining growth. We intend to continue to coordinate on preventing the cutting-edge technologies we develop, as well as existing technologies that are useful for military purposes, from being used to further military capabilities that threaten international peace and security.
Strengthening the Rules-Based Economic Order in the Indo-Pacific Region
1. Economic Engagement with the Indo-Pacific Region
As Indo-Pacific nations, we have a shared responsibility to advance peace and prosperity in the Indo-Pacific region. As the region stands vulnerable to economic coercion and non-market policies and practices, it is critical to enhance resilience by building trusted supply chains and promoting open markets and fair competition. We need to encourage the region to uphold meaningful labor, social, and environmental protections that attract high-quality investment and downstream buyers. We also need to encourage regional actors to enhance economic integration with trusted partners. We welcome the significant progress made this year to deepen regional economic cooperation through IPEF and look forward to continuing to work closely with our IPEF partners to enhance our economic competitiveness in the region and globally. Acknowledging the impact of existing partnerships and initiatives to promote trade and investment in the Indo-Pacific region, we intend to use EPCC as a venue for bilateral discussions on further deepening economic ties in the region.
2. Addressing Non-Market Policies and Practices
We aim to build on the G7 Leaders' Statement on Economic Resilience and Economic Security to address non-market policies and practices that are increasingly used to create and reinforce strategic dependencies and systemic vulnerabilities. These non-market policies and practices pose a systemic challenge and are deployed strategically, systematically, and in combination to fundamentally skew the playing field, dominate domestic and global markets, and create vulnerabilities in global supply chains. We are seriously concerned about the wide and evolving range of such policies and practices, which include all forms of forced technology transfer, as well as harmful industrial subsidies and market-distortive practices of state-owned enterprises, including those that create excess capacity. Japan and the United States are working bilaterally, as well as with other like-minded partners, to address the systemic challenges posed by non-market policies and practices through utilizing and developing tools, as well as international rules and norms.
3. Addressing Economic Coercion
We affirm our bilateral information sharing and coordination on deterring and countering economic coercion, as well as our work with other like-minded partners, including through the G7 Coordination Platform on Economic Coercion. We welcome economic analysis by the Organization for Economic Cooperation and Development (OECD) to deepen our understanding of the effects of economic coercion. We intend to continue to improve our ability to deter and mount a coordinated response to instances of economic coercion. We plan to continue engaging partners in the Indo-Pacific region to help them identify and reduce economic vulnerabilities to support their economic development, resilience, and prosperity. We remain vigilant and intend to continue to assess potential impacts of export restrictions on critical minerals, which could significantly affect production of solar panels, semiconductors, and other essential inputs for electric vehicles, computers, and smart devices.
4. Addressing Trade Restrictions not based on Scientific Principles or Substantiated by Scientific Evidence
We reiterate that measures affecting the free trade of food and agricultural products should be based on scientific principles and substantiated by scientific evidence and that restrictions on the imports of Japanese food products should be immediately rescinded. We reaffirm our satisfaction with Japan's plans to discharge Advanced Liquid Processing System (ALPS) treated water, in light of findings by the International Atomic Energy Agency (IAEA) and other international experts that Japan's plans are safe, science-based, and transparent. We acknowledge the reported monitoring results after each discharge to date, showing that the concentration of nuclides including tritium in sea water and marine products are far below internationally recognized standards.
5. Building Transparent, Resilient, and Sustainable Supply Chains
We intend to work together to formulate transparent, resilient, and sustainable supply chain strategies that promote reliable and trustworthy sources for strategic goods and also advance environmental protections. Through such efforts, we aim to promote a level playing field and counter non-market policies and practices.
6. Promoting Quality Infrastructure and Sustainable Investment and Addressing Opaque Lending Practices
We intend to continue working together with partner countries to make concrete progress in fostering investment under the G7 Partnership for Global Infrastructure and Investment (PGI), building on the G7 Hiroshima Summit and G20 New Delhi Summit. To this end, the United States and Japan support the establishment of a Blue Dot Network Secretariat to certify quality infrastructure projects. We will continue calling on all actors to adhere to international rules, standards, and principles for investment, lending, and debt transparency, including those in the G20 Principles for Quality Infrastructure Investment, the G20 Operational Guidelines for Sustainable Financing, the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions, and the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct. We are expanding economic and diplomatic ties with Pacific Island Countries, including in the area of economic cooperation, by leveraging the private sector to enhance the business environment of these countries, and by jointly promoting the provision of business development support and access to fair, competitive, and transparent financing for startups and micro, small, and medium enterprises that contribute to the solutions needed for issues such as climate resilience and addressing the infrastructure gap.
7. Personal Data Protection and Privacy
Through the Japan-U.S. Commercial and Industrial Partnership (JUCIP), we will continue collaborating to facilitate cross-border data flows and effective data and privacy protections globally. In support of our efforts to enable cross-border data flows and operationalize Data Free Flow with Trust (DFFT), we plan to coordinate bilaterally and multilaterally on outreach to partners to promote expansion of the Global Cross-Border Privacy Rules (CBPR) Forum. We are committed to the establishment and promotion of the Global CBPR and Global Privacy Recognition for Processors (PRP) Systems as government-backed, internationally recognized certifications that can serve as the basis for the interoperability of privacy regimes globally. Furthering the objectives of effective data protection and privacy, we also intend to identify bilateral and multilateral opportunities for collaboration on the promotion of the OECD Declaration on Government Access to Personal Data Held by Private Sector Entities, including demonstrating how our countries adhere to the principles in the Declaration under our national laws and legal procedures, engaging non-OECD countries about supporting the Declaration, and providing input to planned OECD-led efforts to develop a roadmap for how non-OECD countries can demonstrate consistency with the Declaration.
Enhancing Economic Resilience and Promoting and Protecting Critical and Emerging Technologies
8. Computing Technology
A) Semiconductors
We intend to continue to consult closely on global semiconductor supply and demand trends to strengthen supply chains among like-minded partners and to enhance efforts toward early warning systems to detect disruptions to the supply of semiconductors. We intend to build upon productive discussions under the Joint Task Force on the development of next-generation semiconductors to enable new designs for chips used in emerging industrial applications. We encourage cooperation on the R&D roadmap to be accelerated between Japan's Leading-edge Semiconductor Technology Center (LSTC) and the U.S. National Semiconductor Technology Center (NSTC). We intend to promote cooperation in talent development involving academia and national research institutes and intend to start a collaborative project from next year while expanding and following up on these concrete projects.
B) Artificial Intelligence
We intend to lead discussions around AI with other like-minded partners in international fora, including the G7 Hiroshima AI Process and elsewhere. We welcome progress under the Hiroshima AI Process, particularly the Hiroshima Process International Guiding Principles for Organizations Developing Advanced AI Systems and the Hiroshima Process International Code of Conduct for Organizations Developing Advanced AI Systems and affirm our determination to further advance the Hiroshima AI Process together with other G7 members. We intend to continue supporting efforts by relevant ministers of the G7 to conduct multi-stakeholder outreach and consultation within the G7 and beyond. We share a sense of the need for improving the interoperability of governance frameworks and welcome the opportunity to collaborate toward developing a crosswalk, to be led by the U.S. National Institute of Standards and Technology (NIST) and Japan's Information-technology Promotion Agency, between the NIST AI Risk Management Framework and Japan's AI Guidelines. We intend to cooperate on expanding the availability of cutting-edge semiconductors essential for the development of generative AI in Japan and the United States.
C) Quantum Information Science and Technology
We welcome the revision of the MOU between NIST and Japan's National Institute of Advanced Industrial Science and Technology (AIST), which expands their cooperation toquantum technology, as well as the initiation of joint discussions on shared research interests and international standardization activities in support of the development of robust quantum supply chains and practical use cases.
9. Biotechnology
In view of the lessons of the COVID-19 pandemic, we intend to promote linkages between the public and private sectors toward strengthening the pharmaceutical and biotechnology industrial base. We intend to continue working to enhance our competitiveness in biomanufacturing and to foster a healthy ecosystem for drug discovery and innovative biotechnology research between our two countries.
10. Clean Energy Technology
We intend to work to strengthen battery supply chains and promote innovative technologies such as perovskite solar cells, floating offshore wind, and advanced nuclear reactors, including small modular reactors. We intend to support the development of international standards and evaluation methods to grow the global market for secure, sustainable, and resilient clean energy technology while accelerating the deployment of these technologies in our domestic markets this decade.
11. Advanced Communications Technology
We intend to work to accelerate the adoption of 5G networks with Open Radio Access Networks (Open RAN) as a secure, commercially viable telecommunications approach in global markets, including by building workforce capacity and raising awareness of the Open RAN model. To this end, Japan intends to support the Asia Open RAN Academy (AORA) in the Philippines in its regional expansion to India and the Pacific Islands, as well as the development and implementation of the AORA interoperability lab in the Philippines. We intend to continue to advance the U.S.-Japan Global Digital Connectivity Partnership through the U.S.-Japan Dialogue on Digital Economy. We plan to continue supporting efforts to build secure and open 5G networks globally with an ambition to significantly increase the market share of Open RAN in the 5G market. Such efforts may include workshops, seminars, and proof-of-concept projects in third countries.
12. Critical Minerals
We are committed to continuing to support local value creation in critical minerals supply chains, including processing and refining, to ensure those supply chains remain robust, resilient, responsible, and transparent. We plan to continue our collaboration through the Minerals Security Partnership to strengthen supply chains for critical minerals; promote responsible and sustainable investment in extraction, processing, and recycling; and to drive high Environmental, Social, and Governance (ESG) standards in order to reduce dependence on certain countries. We support efforts to promote e-waste recycling in our countries and other partner countries in the Indo-Pacific region.
13. Energy Security
We underscore our commitment to reduce reliance on Russian energy. We intend to deepen our cooperation on nuclear energy and the building of robust civil nuclear energy supply chains. We aim to continue cooperation to support the development and deployment of advanced nuclear reactors, consistent with highest international nuclear security, nonproliferation, and safety standards, in each of our countries and in third countries, including through the Foundational Infrastructure for Responsible Use of SMR Technology (FIRST) program, building upon our existing cooperation in third countries such as Romania, Indonesia, and Ghana. We endorse the expanded use of zero-emission and renewable energy resources such as offshore wind, solar, nuclear, and others as appropriate to accelerate decarbonization of our respective power sectors during this critical decade, in line with domestic and international climate commitments, as well as the role of clean hydrogen and its derivatives, such as ammonia, in decarbonizing hard to abate sectors, and we shared perspectives on the potential use of those fuels to generate zero-emission thermal power. We commend and support private sector efforts to strengthen supply chains for hydrogen production and utilization, including through joint workshops, seminars, research, and development. We intend to enhance action to reduce methane emissions across sectors, including from internationally traded fossil fuels, and to support methane emissions reduction in third countries. We welcome the conclusion of the Japan-U.S. Energy Security Dialogue at the Hoover Institution in Palo Alto, California, from October 16-18, where our two countries reiterated our aim to strengthen our collective energy security and accelerate the clean energy transition.
14. Food Security
We remain committed to promoting rules-based, open, fair, transparent, predictable, and non-discriminatory trade as an essential basis for building more resilient and sustainable agriculture and food systems, promoting food security, and making nutritious food more available and affordable. We welcome the launch of and intend to actively engage in the Vision for Adapted Crops and Soils and to continue addressing food insecurity, including by collaborating on climate adaptation for nutritious crops and healthy soils in Africa and beyond. Recognizing the impact of the climate crisis on global food security, we intend to work together to support ambitious public and private agricultural research and development efforts to pursue increased agricultural productivity, soil health, and nutrition to meet the food needs of a growing global population. We encourage the private sector to be involved in efforts to make small farming more resilient and sustainable around the world and commend the Enhanced Linkages between Private sector and Small-scale producers (ELPS) initiative as welcomed in the 2023 G7 Agriculture Ministers' Communique. We welcome the establishment of the Japan-U.S. Dialogue on Sustainable Agriculture as announced in Miyazaki, Japan. We condemn Russia's weaponization of food exports and recognize the importance to global food security of resuming the shipment of grain from Ukraine through the Black Sea. We intend to continue cooperating with like-minded countries to urge Russia to return to the Black Sea Grain Initiative to enable more normal shipments of Ukraine's grain and to improve global food security.
15. Cybersecurity
We applaud the success of the U.S.-led Cybersecurity Business Development Mission to Japan in September 2023 and intend to continue promoting information sharing on cybersecurity threats, including through discussion of threat assessment and mitigation efforts in the Japan-U.S. Cyber Dialogue. We also intend to continue working to ensure interoperability of Internet-of-Things (IoT) device labeling schemes currently in development in both countries. We intend to coordinate efforts on outreach to other like-minded partners towards global interoperability of IoT device labeling schemes. We intend to strengthen research collaboration between AIST's Cyber Physical Security Research Center (CPSEC) and NIST on cryptography and hardware security technologies under the Memorandum of Understanding (MOU) for comprehensive research cooperation between AIST and NIST, which was renewed in 2019.
16. Export Controls
We intend to continue strengthening our cooperation on export controls to prevent our critical and emerging technologies, including microelectronics and surveillance systems, from being diverted for military or other uses that could potentially threaten international peace and security.

MR PATEL: Hey, everybody. Thanks so much for joining us this morning for this preview call to preview both Secretary Blinken and President Biden's visit to APEC. This call will be on the record but embargoed until the call's conclusion. And joining us today we have the senior official for APEC, Ambassador Matt Murray. We'll have some questions at the end, but before we turn to that, let me turn it over to Ambassador Murray to make some opening remarks.
AMBASSADOR MURRAY: Well, thanks, Vedant, and it's good to be with all of you to preview what's coming up in APEC Economic Leaders' Week here in San Francisco. The Leaders' Week program is the culmination of our year as the host of APEC before we hand over the responsibility to Peru, the APEC host economy in 2024. At the outset, I would like to note that we truly appreciate the strong collaboration and support from San Francisco Mayor London Breed, California Governor Gavin Newsom, and other state and local leaders and stakeholders as they prepare to welcome delegates from the 21 APEC economies next - this week. It's going to be a great event due in large part to their outstanding efforts.
Our host year APEC theme, Creating a Resilient and Sustainable Future for All, and our key policy priorities - interconnected, innovative, and inclusive - have guided our agenda this year and underscore U.S. dedication to the Asia-Pacific region. Despite challenges from conflict and natural disasters, APEC remains committed to economic cooperation in this dynamic region that represents 40 percent of the world's population, nearly half of global trade, and over 60 percent of the global economy. APEC economies unequivocally play an important role in ensuring global prosperity.
And the economic impact of our engagement in APEC translates into real opportunities and job growth here at home. As of 2022, APEC members are the source of $1.7 trillion of investment into the United States, investment that provides jobs to 2.3 million American workers. Likewise, U.S. exports to APEC economies in 2022 surpassed 1.3 trillion, with agricultural exports alone reaching $136 billion. Over one-half - 55 percent - of all of our total exports were destined for APEC economies, and these exports support almost 7 million U.S. jobs, underlining the impact of our interconnected economies to communities all across the United States.
Throughout the year, we focused on key areas like the just energy transition, food security, disaster risk reduction, and the digital economy. We've also worked to empower micro, small, and medium-sized enterprises, women, indigenous peoples, and underrepresented communities in every region of the United States. Our commitment to economic resilience is reflected in promoting good regulatory practices in APEC, implementing structural reforms, and combating corruption.
This week in San Francisco, we will hold our final two ministerial meetings. The finance ministers meeting will be chaired by Secretary of the Treasury Janet Yellen, while Secretary of State Antony Blinken and U.S. Trade Representative Ambassador Katherine Tai will jointly convene their foreign and trade counterparts for the APEC ministerial meeting. To conclude the week, President Biden will lead the APEC Economic Leaders' Meeting, establishing a strategic vision for regional collaboration in the coming year.
Leaders' Week will also feature the APEC Business Advisory Council dialogue with leaders, the APEC CEO Summit, the inaugural APEC Multistakeholder Forum, the inaugural Sustainable Future Forum, and other events organized by the private sector, civil society, academia, and nonprofit organizations. We're proud of the progress that we've made this year through APEC and we remain committed to enhancing partnerships and engaging with stakeholders across the region as we continue working toward a resilient and sustainable future for all our people.
Importantly, APEC Economic Leaders' Week is just the most recent example of our engagement with the region. Even in the face of unprecedented challenges around the globe, our commitment to this agenda and our partners in the Asia Pacific region has never been clearer. In the past few weeks alone, Secretary Blinken has traveled to Tokyo for meetings with our G7 partners to tackle some of today's greatest challenges and to Seoul to strengthen coordination on a range of key issues. Ambassador Thomas-Greenfield is leading the U.S. delegation to the Pacific Islands Forum in the Cook Islands to reiterate U.S. commitment to addressing key Pacific priorities. Secretary Austin is also visiting the ROK followed by meetings in Indonesia with his ASEAN counterparts, and this comes right after his 2+2 ministerial meeting in India with the Secretary last week.
President Biden and Vice President Harris have also been deeply involved in these efforts. In October, President Biden hosted Australian Prime Minister Albanese for a successful visit. In September, he hosted the Pacific Islands Forum Summit at the White House and upgraded our relationship with Vietnam to a comprehensive strategic partnership. Vice President Harris traveled to Indonesia for the U.S.-ASEAN and East Asia summits the same month. And we all have seen how the President is instrumentalizing our regional alliances when he hosted his Korean and Japanese counterparts at Camp David in August. Both the President and Vice President look forward to welcoming APEC economic leaders to San Francisco this week to further highlight our longstanding economic ties with the Asia Pacific region.
In closing, we look forward to welcoming representatives of the other 20 APEC economies to San Francisco, and certainly all - certainly invite all of you as members of the media to actively participate, whether in person or virtually, in the press conferences and briefings during APEC Economic Leaders' Week. Your reporting and perspectives are invaluable in amplifying the impact of APEC's efforts across the country and across the Asia Pacific region. QUESTION: Hi, guys. Thank you so much for doing the call. I'm wondering if you could talk more about the IPEF economic forum interactions - what bilaterals might you have planned with members of that grouping, and can you preview any of the deliverables that might come out of it, and at the end of this what will you have to point back at to say that you made progress on the economic and trade and investment portion of this summit? Thanks so much.
AMBASSADOR MURRAY: Sorry, the beginning of that was garbled. Was it about IPEF, or what was the first part of the question?
MR PATEL: Yes, it was on IPEF, Matt.
AMBASSADOR MURRAY: Okay. All right, sure. So I think importantly APEC Leaders' Week is also a great opportunity to be a platform for a lot of these other regional economic discussions. The Indo-Pacific Economic Framework, of course, is one, where the negotiations are being led by the Department of Commerce and the U.S. Trade Representative's office. And we have 12 partners in common between IPEF and APEC, so certainly this week is a good opportunity to take advantage of counterparts from all of those APEC and IPEF members being in town at the same time, and being able to continue to hammer out in the negotiations some specific outcomes that they can be announced this week.
We'll also have an IPEF ministerial that will be ongoing, and I think that as we've seen with APEC and IPEF throughout the year, there's a lot of complementarity between the topics that are being discussed in IPEF and the pillars on trade and on supply chains and on decarbonization and on anti-corruption and tax. A lot of these issues are issues we also work on and focus on in APEC. And so we certainly have been collaborating closely with our interagency counterparts who are leading the IPEF negotiations and look forward to what they're going to be able to announce later in the week. QUESTION: Hi there. Thanks for doing this. I just wanted to follow up on the IPEF - specifically, we've seen some reports over the weekend and this morning that the trade negotiations, the trade pillar of IPEF, may not be finalized at the APEC summit here. What are you all telling your trading partners right now on that? I know there had been some concern in Congress about that specifically from Sherrod Brown. Are we going to see a finalized trade pillar this week or not?
AMBASSADOR MURRAY: So on that I would defer - refer you to U.S. Trade Representative's office as they're leading on that discussion. I think, again, the focus of myself and our team out here this week has been really on the APEC meetings that are - we're going to be hosting this week, the ministerial and the leaders' meeting, and all of the other things associated with that, including the CEO summit, a lot of private sector engagement, the outreach to stakeholders, and all of that.
So on any specifics on where the negotiations are on the trade pillar for IPEF, I'd refer you to USTR.
MR PATEL: Let's next go to David Brunnstrom with Reuters.
QUESTION: Yeah, hi. Can you hear me okay?
AMBASSADOR MURRAY: Yes.
MR PATEL: Go ahead.
QUESTION: Okay, thank you. I just wondered whether we can expect a final strong statement coming from the APEC countries. I mean, given the divisions on issues such as the Middle East and Ukraine, is it really possible to have a joint statement that addresses those issues? Thank you.
AMBASSADOR MURRAY: Thanks for the question. We're certainly working towards having a strong consensus statement in APEC for the leaders to be able to release at the end of the week. As you pointed out, there's been a lot of friction over the last couple of years with statements primarily due to the Russia-Ukraine conflict. Russia, of course, is a member of APEC, and many of the APEC economies have felt the detrimental economic impact of the war in Ukraine on the economies in the region, in terms of food security, energy security, macroeconomic instability, et cetera.
So that has been certainly an issue that's been difficult to manage in APEC. But last year, Thailand hosted APEC and was able to announce a consensus Leaders' Declaration, and we certainly want to try to do the same thing this year. And we're working very hard with all of our likeminded partners and economies, economic partners throughout APEC, to try to deliver that kind of result.
MR PATEL: Let's next go to George Kelly with The San Francisco Standard.
QUESTION: Good morning. I wanted to ask if there's anything that San Francisco, as a setting for the conference, has made either easier and more fruitful or difficult and more challenging in terms of convening dignitaries, diplomats, and executives.
AMBASSADOR MURRAY: Thanks for the question. San Francisco has done an incredible job. I first came here for an advance visit in January and met with many of the city officials. And of course, at that point in time, planning for APEC Economic Leaders' Week was still in just its earliest stages. To - I came back in June for some meetings and for - to do some outreach events, and then coming back in November and to see the progress the city has made in getting ready for this major event, which, as Mayor London Breed and has said, is going to be the largest gathering of international leaders here in San Francisco since 1945. It's truly been remarkable.
I think also, for us on the APEC team, our focus has been on the policy side of what we're trying to deliver in APEC. We talked about the theme being creating a resilient and sustainable future for all. A lot of our focal points from a policy perspective are on sustainability and inclusivity, on the digital economy, and on resiliency. And so when you look for a city to host a meeting like this, you want to find the best possible backdrop where you can highlight all of those policy priorities. And I can't think of a better place right now than San Francisco to be able to serve as that backdrop this week.
So we're very excited about the partnership we've been able to develop with the city in the planning for this, and we're really looking forward to a terrific week here in San Francisco.
MR PATEL: Let's next go to David Akin with Global News.

QUESTION: Sorry. I'm the guy who forgot to hit unmute on this particular call. Thank you for taking our questions. Very much appreciated. Ambassador, I just wonder if you could sketch out what, if any, presence Russia has at this particular series of meetings. Obviously, their leader's not going to be attending, but is there any presence at any of the ministerial levels? Just curious if you could sketch out that.
And also, India, of course, is not an APEC member, but I'm wondering as well: Has India - have any sort of standing at any of these - for the ministerials, just to sort of exchange some views?
And then finally, I just wondered: As you were on your travels talking to other APEC member economies, I'm wondering what you got in terms of some of the priorities you saw. Were some countries interested in climate? Was it mostly trade? What about security, the rise of China, gender issues, getting women in the workforce - I mean, there's a whole host of things. Maybe you could give us your sense, as you prepare the agenda, what was on the - what was on the priority list for some of the members that would be arriving.
So three questions there. Sorry to give you so many.
AMBASSADOR MURRAY: No, thanks for the questions. I'm going to hit the last one first, if that's okay. I think one of the things we've seen over the last year and a half, in coming out of the COVID pandemic, both Thailand's APEC host year last year and in our APEC host year this year, is that there's a - I think, in my view, a remarkable convergence across the APEC region in identifying the challenges that we all face and shared concerns that we all have.
I mentioned a moment ago looking at issues around sustainability and digital economy and resiliency, and I think those issues come up in every single engagement, every single visit that I've certainly had around the region. And that's whether - I was in New Zealand at the beginning of the year in the middle of a cyclone, where there's a lot of discussion about the sustainability issue at that time. I was in Singapore within the last year talking about supply chain resiliency and some of those issues. I was in Peru a couple months ago in preparation for their host year, and certainly we were talking a lot about issues around economic inclusion.
And so as you travel around the region, all of these things come up a lot. And a big one, too, is how small- and medium-size enterprises can be successful. That's a real key point across the region right now as well and how they can be connected to supply chains. And you mentioned women's economic participation and women's economic empowerment as well. I think there's a really strong convergence across the region on the importance of these issues.
I think the challenge in APEC - or any international fora - is while the concerns are all shared and the identification of the problem set may be shared, the view on what to do about it differs from economy to economy. I think that's true whether you're talking about sustainability or digital resiliency or whatever.
So for me, that, I think, is why APEC is a really important forum, because it does allow us to convene leaders, ministers, senior officials, experts in various fields together across a whole year. We've had meetings already in Honolulu, in Palm Springs, in Detroit, in Seattle, and now San Francisco to try to come up with consensus-based, non-binding ways to really share best practices and be able to collaborate on these issues. So I think that's how I would kind of describe the current state of play there.
On Russia's participation, they'll be represented by their deputy prime minister in the leaders' meeting. We have been pretty consistent all year long in saying that, while we were very excited to be hosting APEC, we would do so within the laws and regulations of the United States, including with respect to sanctions. And so Russia will have officials here but they will be non-sanctioned officials. I did - was in meetings earlier this week with my senior official counterpart from Russia, and we - there will be Russians in various meetings, but not at the same level because of the sanctions issue.
And then with respect to India, we've invited India to be one of the guest economies this year, and so we're expecting Indian participation at the ministerial level on Thursday. And we should be confirming the name of India's participant in that very soon. Thanks.
MR PATEL: Let's now go to Morgan Chalfant with Semafor.
QUESTION: Thanks so much for doing this. I just wanted to ask you about AI. There are some reports about a potential agreement on AI between the U.S. and China coming out of the Biden-Xi meeting. I'm wondering if you can confirm that this is the case. Can you talk a little bit about what that might look like and what the thinking behind it is?
AMBASSADOR MURRAY: Sure, thanks for the question. I don't have any information on an AI agreement between the U.S. and China coming out of the bilat. I will say that, just generally speaking across, again, the APEC arc of meetings throughout the year, AI has come up in a number of different ways. And certainly, there's obviously a growing interest around the region in how we can collaborate in this area.
We've talked about AI in APEC meetings, at the Human Resources Development Working Group in terms of how AI factors into the future of work. We've talked about AI and responsible use of AI through some of the digital meetings, particularly in Seattle in August. And there are certainly going to be events happening this week in which AI is going to be discussed. But I don't think we're at a point, at least in APEC, where we're ready to announce some broader agreement or broader understanding on an outcome related specifically to AI. I do think, though, that this year has been a very good opportunity for us to advance discussions in that area, and we want to continue to do so as we move forward in APEC and also in other fora, and certainly bilaterally.

AMBASSADOR MURRAY: Yes.
QUESTION: Great, thanks. Matt, I'm curious - of all the announcements coming this week, what do you think is going to resonate most with the average layperson who's not steeped in these issues to the point that they'll go, oh, that's very interesting, that's significant?
AMBASSADOR MURRAY: Thanks for the question. I think that as we look at a big summit like APEC, and we're hearing about this a lot this week in San Francisco in - particularly with how does it relate to average people. I think one of the things we're very pleased about with the direction of APEC over the last couple of years that - it's become a much more comprehensive discussion where, for example, sustainability and inclusion are really key topics of conversation.
One of the things that we did in collaboration with the city of San Francisco earlier this week is myself and my senior official counterparts from Australia and Thailand, we did a press conference for high school students from the Bay Area, from public schools here. And I was really struck by their questions really being all about the topics around sustainability and inclusion. So I think from the APEC perspective specifically, the degree to which we're able to announce some progress on the sustainability and inclusion front I'm very hopeful will be - will resonate with regular people, with students, with other stakeholders.
We also this week held a multistakeholder forum for the first time, which was hosted by Commonwealth Club and World Affairs Council here in San Francisco. They put together the program. They invited members of civil society and students and journalists and others from around the APEC region to come here for a three-and-a-half-day program on the just energy transition. And I was pleased to be able to participate in the opening of that, and really, again, that issue really resonates right now in so many ways for people, whether they are focused on the clean energy piece or climate change or labor issues or whatever it might be. So I think that our discussions in that area, our outcomes in that area are also very important.
I think secondly, I would just say, again, APEC is a great platform for a lot of things to happen, and a lot of the bilateral engagements that are going happen here, a lot of the other activities that are going to happen here - I remember first hearing about APEC as a student and being very interested in its just convening power. And so to have this situation in 2023 where we're able to convene all these leaders and ministers and get to some specific outcomes in those meetings, we certainly hope that that will also resonate with the public as well.

The text of the following statement was released by the Governments of the United States of America and Paraguay on the occasion of Under Secretary Jose W. Fernandez's November 9-10 visit to Asuncin.

On November 9, 2023, Under Secretary of State for Economic Growth, Energy, and the Environment Jose W. Fernandez met with Minister for Information and Communications Technology Gustavo Villate to discuss U.S.-Paraguay cybersecurity and digital cooperation.
Building on their close ties and partnership, the two delegations shared their concern over the threat posed by state and non-state actors in cyberspace. The two sides agreed to further strengthen cooperation to prevent, disrupt, and respond to threats.
On digital issues, both countries recognized the importance of building a trusted, resilient, and secure digital ecosystem. This includes ensuring that information and communications technology companies are focused on protecting privacy, intellectual property rights, and human rights.
Both governments agreed to promote an open, interoperable, secure, and reliable Internet in order to enable people to safely and openly engage online, reliably receive critical services and information from their governments, exercise their human rights and fundamental freedoms, and drive inclusive economic growth. The U.S. government will work with Paraguay on ways to attain its digital infrastructure goals.
We will continue strengthening cooperation to build a more secure, resilient region and address shared threats in cyberspace. We will seek to broaden this collaboration by including like-minded partners in these efforts.
